Here is the information I was able to get from the design department:

Claus Luthe was responsible for the BMW Styling Department during the design development of the BMW E36 3 Series.

Boyke Boyer was responsible for the exterior design studio.
Hans Braun was responsible for the interior design studio.
Ulf Weidhase was responsible for the M-GmbH Design studio.

Exterior design of the sedan, coupe, and touring body styles is by Boyke Boyer.
Interior design of the sedan, coupe, and touring body styles is by Thomas Plath.
Exterior design of the E36 Compact is by Gerhard Friedrich.
Interior design of the E36 Compact is by Hans Braun.
M Aero package designer is Ulf Weidhase.
M3 exterior designer is Ulf Weidhase.
